In 1987 he founded the American Oceans Campaign to alert Americans to hazards of oil spills, offshore development, toxic wastes, sewage pollution, and other abuses. Testifying before Congress and through films and public service announcements, he has urged public action. AOC has taken the lead in fighting for Clean Water Act reauthorization, and AOC's work has led to establishment of West Coast marine sanctuaries, national beach closure protocols, and an international deep-sea driftnet ban.
